Hi there! As far as I know, the time stamp gets added automatically when a bid is submitted through the form, so if two bids came in at nearly the same time the mods can figure out which one was first. So it's something to check on before you bid, especially if it's getting close to the end of the auction and you want to see if someone's outbid your last offer, but not something you need to input yourself.
